Thirty-two years in the Navy, then Senate-confirmed as Assistant Secretary of Commerce for Oceans and Atmosphere. For sixteen months of that he was NOAA’s acting administrator, running the environmental satellites, the survey fleet and the national ocean-mapping program. His doctorate is in marine acoustics. The dissertation measured acoustic backscatter and reverberation in shallow water using a 68-kilohertz cylindrical array. He has spent his working life on the question of what a sonar return actually means.

In January 2015 he was commanding the Naval Meteorology and Oceanography Command. An email arrived on the Navy’s secure network from the operations officer at Fleet Forces Command, addressed to every subordinate commander.

The email asked, in words to that effect, whether anyone knew what these were, and said the exercise would have to shut down if the near-midair collisions continued. Attached was the Go Fast video. The next day the email was gone from his account and from everyone else’s, and neither the four-star who ran Fleet Forces nor his operations officer raised it again at the weekly meetings that existed for exactly that purpose. He testified to all of it before the House Oversight Committee on 13 November 2024.

2001: Ph.D. in marine acoustics, Scripps Institution of Oceanography, UC San Diego.
2011: Superintendent of the U.S. Naval Observatory, the command that keeps the Defense Department’s master clock and its astrometric star catalogs.
2014: Promoted to rear admiral. The first Scripps doctorate in that institution’s history to reach flag rank, in a community of roughly 350 officers that had three flag officers in it.
2015: Oceanographer of the Navy. In March 2017 he also took over Task Force Ocean, the Navy’s own assessment of how far its ocean science had fallen behind.
2017: Confirmed by the Senate without objection as Assistant Secretary of Commerce for Oceans and Atmosphere. For the first sixteen months he ran NOAA as well, in an acting capacity: 20,000 people, 18 satellites, 16 ships.
Now: Ocean STL Consulting, LLC, the marine technology and management consultancy he runs as chief executive, advising tech startups, research institutions and philanthropies on ocean science and technology leadership.

Beneath the Surface: We May Learn More about UAP by Looking in the Ocean

The first paper the Sol Foundation ever published, and he sits on its advisory board. The argument is that transmedium UAP and unidentified submerged objects belong on the list of national ocean research priorities, and that the reason so little has been found underwater is that almost nobody has looked. Three of his own figures carry it.

The paper also takes a case the field has carried for seventy years and gives it away. A 1952 merchant marine account of a rotating luminous pinwheel up to fifteen hundred feet across in the Strait of Hormuz, printed as an underwater UFO in the Lorenzens’ UFOs over the Americas:

“Subsequent research has shown that the phenomenon has a more down-to-earth explanation: bioluminescent organisms excited by near surface turbulence. I have seen this occurrence firsthand in the exact same body of water at night. … This serves to remind us that prosaic explanations for phenomena should always be considered to avoid jumping to conclusions about alien craft.” Beneath the Surface, p. 10
